Chairman Charles Huang of the Circular Taiwan Network participated as a keynote speaker on circular economy at the COP29 Taiwan Climate Action Forum Series, organized by the Ministry of Environment.

During the forum, Chairman Charles Huang highlighted Taiwan’s position in the 2024 Climate Change Performance Index (CCPI), where it ranked 60th. While the Ministry of Environment has expressed concerns over the fairness of the evaluation mechanism, Charles emphasized that the foundational principles of these assessments warrant further discussion.

Pollution and emissions are a shared responsibility between producer countries and consumer countries. However, current emission calculations are predominantly production-based, reflecting only the emissions from manufacturing. By shifting to a consumption-based approach, emissions would be calculated based on end-user consumption, providing a more accurate representation of each country's true carbon footprint.

As a global pioneer in circular economy practices, Taiwan is well-positioned to lead in fostering Three Key Circular Collaborations across borders:

  • Political, Economic, and Trade Cooperation
  • Carbon Reduction Partnerships
  • Circular Accounting Alliances

Through these initiatives, Taiwan is committed to promoting international collaboration and accelerating collective climate action under the Circular Collaboration for Climate Crisis (CC4CC) framework.
